    Why is the 95 Code necessary?

    The 95 Code is mandatory for all professional drivers who transport goods or passengers within the European Union. It must be obtained and periodically renewed in accordance with EU regulations.

    Which European Union legal act requires that drivers transporting passengers and/or goods must obtain an initial professional qualification (known as the "95 Code") and periodically update this qualification?

    The acquisition and periodic renewal of the “95 Code” for drivers is regulated by Directive 2003/59/EC of the European Parliament and of the Council of 15 July 2003 on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passengers. This applies to drivers operating vehicles of categories C1, C1E, C, CE, D1, D1E, D, and DE, including combinations with trailers.

    Are all drivers required to obtain the "95 Code" and regularly update it?

    Drivers do not need to obtain the “95 Code” if:

    • They are transporting passengers or goods for non-commercial purposes.
    • They are driving vehicles for personal use.
    • They are using vehicles for driver training, rescue operations, maintaining public order, or other special tasks.
    • They are driving vehicles with a maximum speed of 45 km/h or less

    These drivers are also not required to renew or update the “95 Code” qualification.

    How do you obtain the 95 Code? Do you need to already have a license to drive passenger or freight vehicles?

    Before obtaining the “95 Code”, a person must hold at least a category B driving license for motor vehicles. The right to drive vehicles of the desired category (for transporting passengers or goods) can be acquired before enrolling in the “95 Code” training courses, while attending them in parallel, or after completing them.

    Who do drivers need to show proof of their "95 Code" qualification or renewal to?

    Certificates confirming the “95 Code” must be submitted by drivers to the state enterprise “Regitra”. Following the procedure established by the Ministry of the Interior of the Republic of Lithuania, “Regitra”, when issuing or replacing driver’s licenses (including for non-European Union citizens who obtained their licenses in the Republic of Lithuania), will add the European Community code (95) and the expiration date of the “95 Code” next to the vehicle categories the driver is entitled to operate and for which the “95 Code” qualification or periodic training has been obtained.
